PROCESS

SUPERLOCAL is tackled from a specially developed process triangle. The process has different phases and runs from “Initiative” to “Philosophy”. Four phases have been plotted within the duration of the project: Indexation, Play, Planning and Creation, which focuses on the concept of circularity. The History and Philosophy phases can only be discussed after completion of the SUPERLOCAL project. History refers to the potential impact of the project, which means that it is included in history books, for example. Philosophy refers to the ambition that the circular working method applied in the SUPERLOCAL project applies as a new way of thinking for architecture in the future. The phases are connected in three cornerstones: Initiative, Decision and Completion. Initiative refers to the initiative of HEEMwonen and the municipality of Kerkrade to tackle the project area. With Decision, we work towards a definitive choice, such as the number of homes that will be built and what it will cost (2018-2019). SUPERLOCAL

The ambition of the project is to use only materials from the existing flats when constructing the new homes. A fictional wall surrounds the area and prevents demolition material from being removed. In this way, everything that is possibly of future value is retained on the spot. The location itself is the most important source for the new spatial impulse in Bleijerheide, whereby efforts are made to reuse as much as possible. From 2014, a team has been put together by HEEMwonen to direct the area development. For example, specialists are involved who have carried out sub-studies in the fields of planning, sociology, urban design, landscape design, architecture, structural design, demolition and reuse, building technology, etc. The purpose of these studies is to establish thoroughly what values ​​there are in the project area (see Indexation document). 

 

In contrast to the traditional – fast, more and global – focused project development method (“fast, more and global”), SUPERLOCAL project partners want to realize a project in a sustainable manner (“slow, less and local”). By “slow” we mean an area development, where we take the time to think carefully about the future of the area. “Less” refers to the population decline in the Parkstad region, which means fewer homes are needed. Finally, “local” stands for the impetus that the project must give to the neighborhood. Initiative

The project was initiated around 2014 by housing corporation HEEMwonen together with the Municipality of Kerkrade. They joined with IBA Parkstad and coined this project as an example how to co-design for population shrinkage and circular economy solutions. Indexation

In 2016 the indexation phase started for the water system. Information of the local site in regards to water was limited. Therefore, stakeholders from the different organisations gave input based on previous experiences. The Wijk van Morgen (neighbourhood of the future) was an example case in Kerkrade in which the zero-water concept was developed by WBL. This concept was the starting point for the development of the water cycle. A two day pressure cooker event was hosted to generate ideas. Play

During the play phase different innovative concepts where developed and tested. An example of the play phase is the Expo Pavilion, and in a later stadium the experimental dwellings. In this phase reflexive learning was a central aspect in order to built on the experiences from each play round. Decision

Based on the gained experiences, the detailed concepts and the funding from two European Subsidy programmes all organisations had to agree on the actual realisation of the projects SUPERLOCAL. Planning

An integrated circular social housing development project is a complex planning endeavour.
